The keeper runs checkUpkeep → performUpkeep on a schedule. When it detects pending work (parked rescues, force crosses, distributions), it submits a transaction automatically.

Parked members have cycled out of MatB but lacked enough withdrawable balance to re-enter their tier (the tier's own entry fee — $10 at T1, $250 at T5). The Stability Fund contributes to rescue them. The keeper processes rescues automatically.

MatA fills first (127 members), then force-crosses to MatB. When MatB fills to 127, the pool distributes and members cycle back to MatA. The keeper drives the crossing.

Each row is one wallet's total across every tier: number of loans taken, USDC advanced by the Stability Fund, and how much has come back at cycle-out. A wallet climbing this list without repaying is being carried by the fund — that is the pattern a per-wallet cap would target. Loans by tier is the fairness check: if only one tier appears while other tiers hold parked members, the rescue keeper is not reaching them.

The Stability Fund receives a share of every entry fee. It funds partial rescue contributions when parked members can't self-fund re-entry. The V8.26 default target is $200 (20× the T1 entry fee). A healthy SF can rescue 20+ members.
